You probably borked the Windows Hello PIN system when you messed with system files and booted into Safe Mode without fully understanding the implications. Windows Hello relies on services that don’t run in Safe Mode, especially the TPM (Trusted Platform Module), so now the PIN setup is stuck in limbo. Clicking “Set up my PIN” does nothing because the necessary background services aren't available. And yeah, if Advanced Options are missing from Troubleshoot, that screams a corrupted recovery environment.
The fix? Boot from a Windows installation USB, go to Repair > Command Prompt, and nuke the NGC folder (C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC). Then reboot, log in with your Microsoft account password, and THEN reconfigure the PIN. If even that doesn’t work, you’re looking at a system restore or a clean install.
