I have solved the "KB5030509 Pending Restart" problem. Reading the various discussions on the web and analyzing the problem encountered on my PC, I got the impression that the problem might be caused by some blocking/exclusion on the network so I did the following:
- I performed a system restore to before the KB5030509 release via Disk Imaging using Bakupper
- I set the DNS on the router from NextDNS to the classic Google 8.8.8.8 and 8.8.4.4
- I disabled the automatic startup of AdGuard for Windows
- I disabled all O&O ShutUp10 optimizations.
- Reset the Hosts to default
- Reset the Windows Firewall to default settings
Next, I run Windows Update with the option "Get the latest update as soon as they're available" enabled.
After a couple of reboots, all updates were installed, including the "Other updates > Windows Configuration Update (KB5030509) Successfully Installed on 11/10/2023"
I think it is very important to temporarily disable all optimizations that apply to Windows regarding privacy/telemetry/debloating and/or additional firewalls.
